Help in understanding something

One of heroes is Charlie Munger and he said the following about politicians. I am not quite sure that I fully understand by what he means, will appreciate if anyone is help
"Politicians are never so bad you don't live to want them back"

the statement stated its meaning.
I just think (this is so, ) because of the negative write-ups we "hear" about them. (I use "hear" because there are actually 2 types of stories going around about them ... ? )
