How to differentiate between an object and a subject in sentences like these?

How to differentiate between an object and a subject in sentences like these?

1- Speed cameras have been shown to reduce accidents.

2- The number of turtles on the island has declined by 70% over the last decade.


Why in the first sentence we dealt with Speed cameras as object in passive voice but in the second sentence we dealt with the number of turtles as subject in active voice?

'Speed cameras' are the subject of the sentence...
