I saw someone at the shop today who looked like your nephew.
It couldn't have been him. I was told he was in Norway.
Well, I can't say for sure, but it looked a lot like him.
Is the last sentence grammatically correct?
'It' refers to the person that was seen. Shouldn't it be 'he looked a lot like him'?

Yes, both the personal and the impersonal construction are possible here with no difference in meaning.
