Phrase vs Clause

Hi All
In wren and Martin
"How to do it " is given as Phrase
"Which is made of gold" is given as Clause.
What is the difference ? I feel that both are Clauses.

The issue is that a clause needs a subject.

In #1 there is no subject. I see a verb (do) but I see no subject.

In #2 you can see that "which" can be the subject as follows, for example:

- Here are two rings. Which (one) is made of gold?
- My brother has a ring which is made of gold.
