I am in confusion whether we can use some phrases for commands without a verb at the beginning
Which of the following can or can not be used?

Measure up/cover-up.?
Hands down or put hands down. ?
Bow your head/ bow your heads.
Raise your head/s. or something else

Please help me ... I would be really glad if I got an accurate response.

Thank you!

In this situation yes some commands don’t need a verb. A common order in the military is “Eyes left!” or “Eyes right!” meaning “Look left!” or “Look right!”

In many cowboy movies you will see “Hands up!” meaning “Put your hands up!” (or we will shoot you). Police also sometimes say this.

So Hands down, etc is perfectly normal.
