The King of England’s portrait - is grammatically correct

You could also say

A portrait of the King of England
The portrait of the King of England

But note that technically there is no King of England.

King Charles III, for example, is King of the United Kingdom (which covers England, Scotland, Wales and Northern Ireland).

The title Queen of England or King of England does not currently exist.
