1) is terrible. There is no obviously correct answer from the list.
15) Yes, 15 is also bad. The use of 'still' is strange in that sentence.
While I'm at it, there is no reason to say 'woman driver' between 11 and 12. 'A driver got out' or 'a woman got out' would be better ways to write that sentence.
