As a native speaker, I've heard 'packing' in English with multiple meanings especially in slang. It can mean to pack objects into a box, to be physically fit/attractive, to carry a weapon (usually a gun), or to physically exert yourself into exhaustion. I think in the situation of this paragraph it most likely means the last option of physical exhaustion, but I think it could also have the meaning of carrying a weapon. Hope this helped!

Logically the sentence should be rewritten since "send packing" is the last action you take (because they go away after that), for example:
- I sent the police packing after educating them on the need for common sense!
- I educated the police on the need for common sense and sent them packing!
