OMG! I read an english article, so much slang!!! slang drives me crazy! look ! : leaf blower
I just guessed its meaning from the contexts, maybe it means someone who always ruins the friendship between other people?
or maybe it means "a job about blowing leaves"?

Most Americans hate leaf-blowers. They are loud, obnoxius and virtually useless machines that simply transfer rubbish from one place to another. The people who use leaf-blowers are the same people who let their dogs bark all night long.
