I would write "whom" like after all prepositions.
Or
The committee was trying to reach Americans, among whom most saw little hope in the process.

"Whom" would be correct, but the word is losing its popularity because of this very reason: people are uncertain when to use it. A better way, perhaps, is to rearrange the sentence to avoid the requirement to use "whom" in the first place.
